Currently, expedited service says anywhere from 2-3 weeks: http://travel.state.gov/passport/processing/processing_1740.html

If I'm traveling in less than 3 weeks, but more than 2, should I just wait to go in-person?

I would just send it in expedited. I got it back in two weeks without doing expedited
Life isn't about checking the boxes. Nobody cares.

Yeah, but there's a risk that way, albeit small.

I guess the safest way is to just go to the passport agency in person.

I recently traveled to Israel via DME (Moscow), my passport was less than 6 months to expiration (5 months or so remaining), and I had no problems in either direction. With less than 3 months remaining you're risking it.

Just checked as I am out of pages, it is 82 dollars to add pages aside from the shipping costs and hassle involved.

In the US they will let you in I am sure, but for other countries aside from the fact that they sometimes need full blank pages for visas, they also could deny entry if they cannot stamp you.

They just stamp over them. Only problem is countries that need to print a visa.

A US citizen does not need a passport to enter the US, although it does make things easier.
