If there is a contract, but with installment plan there is no contract, you are just responsible of paying off the rest of the cost of the phone

So it I never had a number with any of these companies, how do I go about doing this?  I make a plan on (for example) att and then apply for upgrade?

Seems like for most carriers you're using your ability to get a phone and pay for it monthly. It's using your 'upgrade' in that sense I believe.
