Best card for spending abroad

This question has been discussed here and there, but I don't think it has a dedicated thread, which I beleive it deserves.
From all these CCs that carry no foreign exchange fee, which actually have the best rate?
In the past I have been ripped off by Amex and got a courtesy credit via chat, but what is really the best card / bank  to use in other countries in terms of exchange rate?

In which country?
Is it possible that the value of their rates (compared to the actuall rate) varies from country to country and / or from card to card?

Was a few countries I got very accurate exchange rate

I just spent £521 on Amex Plat - rate should have been $647 (on date of purchase). They carged me $671 = an extra 3.7%.
Pretty bad for a no FX fee card

It's never gonna be for the date of purchase, it always goes by the time the merchant gets funded

Since the time of purchase it has only gone down. Today it is $636. So if anything they ripped me off 5.5%

ugh I've never checked exchange rates on any of my statements. I always assumed it was set by computers so it was right but I guess that's being naive
