FWIW, I believe that in Russia (in the past) people would go to work before Davening and break for Davening. IINM that might also be the practice of some farmers.

If schools start an hour later then work starts an hour later. If everyone's schedule just shifts by an hour and 9 is the new 8 then the whole thing is pointless.

I never said there is a point to it or even if I agree.
I was pointing out the school reason is not a good argument.
When I was in HS some days we started 8-8:15 and some days at 9-9:15. It was called late start days. My dad didn't change his work schedule.
