Do both parents (most of the time) work in the Jewish community? If so I got the wrong impression.
I can't speak for all families with young children, but anecdotally it seems like more than 50% in Lakewood have 2 working parents.

If it is dark when going to school what about starting school later?

As far prayers that is a non-issue as you can't satisfy all religions and should not try.
Once you get to that point what difference does it make if you change your clock or your schedule? BTW homedepot doesn't observe DST they just update their schedule when we change our clocks

Detroit should switch time zones (even without the new law). And Cleveland should probably do the same, but I'll leave that to @Dan to argue.
