Nops, you cannot activate whatsapp on a new phone without the confirmation text, so if that number isn't active anymore you won't be able to do that.

If your old phone was still active you would be able to do it though...
All u need is the code in the text...

ETA: But if you would use that Whatsapp then eventually when someone gets your old number i am not sure what would happen...

the reason why it wouldn't be possible is because the new owner of this number will want to use what's app and it's taken by you, if your point is to keep old number so people could still stay in contact with you then your pretty much stuck unless you know who got the new phone and ask them for the code, or if wanting a second what's app just download one of the free talk and text apps on google play store and get a what's app code to verify the number from that app.

If you can connect the old phone to wifi it will work.

They have to actually give that particular number to someone else, and he has to download whatsapp. Not a stretch to think it can work for a while...It's been working for me for the last 3 months

You can access your WhatsApp messages when you are connected to wifi.

So you change the number on the old phones WhatsApp to your new number. It will send a text message to your new number. You insert the the code. Then when you install WhatsApp on your new phone you put your new number in.( You can transfer your data as well... there are many ways )

What i am trying to accomplish is not to have to make all my whatsapp contacts start whatsapping me from a different number.

it seems like he wants to have the old what's app number, by doing what you said will only give him his new number and all his previous history, but won let him keep his old what's app number!

If you change the number on an existing WhatsApp account I'm almost sure that they will automatically get your new number...

Or simple keep your what's app on the phone you plan on using and it will work perfectly, only after cutting off the service and you decide to switch phones so now you will cause the old number to be lost or just won't be able to transfer to a new phone without the verification code from the sms number, but as long as you keep the what's app on the phone you originally had then the what's app will work with wifi and after getting your new plan put your new sim in and have your old what's app number..(I am almost 99.9% positive this can be done, don't remember so clearly, but have had 2 what's app on one phone using two different numbers.)

WhatsApp support for mobile devices

As we look ahead to our next seven years, we want to focus our efforts on the mobile platforms the vast majority of people use. So, by the end of 2016, we will be ending support for WhatsApp Messenger on the following mobile platforms:

BlackBerry, including BlackBerry 10
Nokia S40
Nokia Symbian S60
Android 2.1 and Android 2.2
Windows Phone 7.1
iPhone 3GS/iOS 6
While these mobile devices have been an important part of our story, they don't offer the kind of capabilities we need to expand our app's features in the future.

This was a tough decision for us to make, but the right one in order to give people better ways to keep in touch with friends, family, and loved ones using WhatsApp. If you use one of these affected mobile devices, we recommend upgrading to a newer Android, iPhone, or Windows Phone before the end of 2016 to continue using WhatsApp.
