Yes it possible.
Do a backup to your Drive (download it on your iPhone) and go to your Android and restore from the file that is in your Drive

According to google search it does not. For iphone it only lets you restore via icloud.

It's a 48 hour ordeal, so I'll keep updating till I find a somewhat stable one, then leave beta no uninstalling

downloading desktop version to my desktop will work to send videos even though I don't have the cell phone with me? Cell phone is someone else's and they are signed up with whatsapp on their cell phone only.

When they're online it will work, but you'll need to scan the code. ( Can be done via TeamViewer as well )

they only have whatsapp on their phone not general browser access so I'm not sure what you mean "when they're online."

so take their cell phone with me to desktop computer and scan code on a one time basis and desktop and phone will be linked forever?

Do you know how WhatsApp works between 2 cell phones? Do you know how to send a picture / video from 1 cell phone to another on WhatsApp?

WhatsApp desktop or WhatsApp web is an extension of your cell phone. You use your phone to scan the barcode on computer, then send attachment from your computer (which would be linked to your phone from when you scanned the barcode) to their phone.

I have a basic phone with no internet access that's why I was asking if there is a way to send videos from a desktop computer to a cell phone with whatsapp service but it sounds to me like that may not be possible since it seems it has to be a phone to phone set up(or at least phone via computer to phone set up)?
