That could be especially with Obamacare. I don't think that was always the case. I also don't think he says not to claim EIC.

Some of this is a part of hanhagas hayeshiva and some is a general shita. There were talmidim who took some programs when living in Lakewood with his approval, but they may have heard what they wanted to hear.
