Why the need to make him 18? Why can't you just make him 15? (Assuming that he's comfortable flying in his own)
for online check-in.
Don't think it's necessary though, under18 you don't need ID. So he can just say he's 15 if they ever ask

Norweigan airlines said no problem for 16 year old to fly alone on their end but to check with countries of flight USA, Italy and Israel.  Never heard of checking for that

I know and this airline is fine with an unaccompanied 16 year old.  But they also told me to check with the country's airports that a minor will be travelling through.  Ever heard of that?

my brother flew DL JFK NYC at the age of 15 without any issues
my sister flew UA EWR CDG at the age of 14 without any issues

No. They may need some kind of document stating that they are flying with the parents (both) permission. In Israel, there is a form for that. Other countries have their own rules. The EU may have become stricter after several minors flew to Turkey and crossed over to Syria to join ISIS.

At age 13 I flew alone, not registered as unaccompanied, on multiple domestic flights in the US with no issues, never questioned, no eyebrows raised.

At age 13 I flew alone, not registered as unaccompanied, internationally to/from Australia and Europe from the USA, no issues, never questioned.

From then, aged 14 - 18, I flew dozens of international flights and many many more domestic flights all without incident.

When flying Elal and asking a someone to accompany a Unaccompanied minor, what exactly does the adult need to do?
Can someone please outline the steps.
Do they just need to be with them at check in, board together with them , take them through customs etc...?

Not a problem. You will need to change one of their birthdays in order to book. Dan says to change by 100 years.

I don't know the exact rules. My kids camp flight last year had 2 chaperones under 21 for more than 50 kids. The year before had 1 chaperone for about 30 kids.

Note: Children ages 2 – 14 can travel as an 'accompanied minor' with someone 16 or older.

it will be a flight full of yidden just ask anyone there to serve as chaperone. they should know basic contact details of who they are taking.

Check united UM policy.  Some airlines allow a 16 yo to accompany a 14 yo.  So you'd only need to book her as 1 year older.
