just for the record, R' Dovid Feinstein and R' Belsky both assur braun type of shavers. R' forcheimer holds you  have to check it, and he was matir the bruan 760 shaver.
What's the reasoning why they would be assur, as long as the foil isn't too sharp, that it would cut a hair on its own.
I'm not c"v arguing on the afformenentioned rabbonim, I'm more curious to the source and legitimacy of the quote.

When I asked R Belsky about lift and cut, he said you might as well take it out even though the actual technology doesn't work as advertised. It might be the same logic for foil shavers.

If either the foil or blade are sharp enough to cut on their own it's a problem.  Braun traditionally has been.

I heard from Rabbi Bluth personally that it's mutar.  The issue is the sharpness of the blade, not the lift feature.

I've had a few generations of Braun shavers and I've tested this with each one ... and it isn't true, the Braun foil doesn't cut on its own. I also use Panasonic shavers. In my experience, Braun shaves very well dry and Panasonic shaves very well wet. Haven't used a Norelco in about 15 years.

I understand.  What they're looking for is a degree of sharpness.  Every Rav has a different level,  but most base it on how the blade or foil feels to the touch,  without trying to shave with it.
What needs to be understood is that for many rabbonim the default status is assur until they're confident otherwise.  So it's not something you can necessarily disprove or prove,  nor is it particularly scientific.

I've brought 2 Braun 990's to Rabbi Forscheimer and both times he pulled a beard hair out of his drawer, stuck it through the foil, pulled it tight and tried to cut it with the foil.

And that's why he's ok with Braun and others aren't,  as noted above.

He's not the only one. Quite a few including R" Heineman hold the same. It does not have to do with whether the hair is being liftd or not, it has to do with how sharp the blade/scissors is.

How clean of a shave and how many times do you need to pass over an area to get all the stubborn hairs?

Very clean. Everyone is different, but i've gone through a bunch of norelcos, this one is in a league of it's own.
