There are two types of shavers on the market. There is the straight-edge foil shaver, and there is the rotary shaver with three rotating heads (such as the Norelco shavers).
Rabbi Heinemann is of the opinion that all straight-edge foil shavers cut hair with a scissors action and are included within Rav Moshe Feinstein's heter to use shavers, but not all rotary shavers are included. Whether or not any particular rotary shaver is included within the heter would depend upon the sharpness of the cutting blades in the rotary head. If the blades are sharp enough that they would be classified as a razor and not as scissors, those blades would not be included in the heter and would need to be slightly dulled before using the shaver.
Rabbi Heinemann is not concerned about the lift and cut mechanism.
The Braun series nine is a straight-edge shaver, which is fine.
