  was wondering if he's willing to send me money why do it as a purchase versus friends and family.
  I guess I'll send him a note telling him if you want to send me money next time around send it as friends and family.

i bought a  few switches ($1K) from a website not realizing it was a (Chinese) scam and i paid via PP , the shipper didn't sent anything so i opened a claim on PP to get my money back, then the shipper sent me a plastic contraption from china (in order to submit a tracking number to PP hoping to win the case) so i told PP this is not what i ordered and now in order to get a refund they want me to ship this toy back to china

(i opened a dispute with amex, however i dont want to have issues with PP)

do i have to ship this back? is there any other way to get a refund?

You do a favor for a friend they can pay you with friends and family.

 The only reason to do for good and services would be if you want purchase protection.

 For the same price you can use Chase QuickPay or zelle, venmo, Google pay..
 List goes on for free services to send cash.
 So unless you're dealing with goods for sale don't bother paying the fee.

I think he still pays a 2.9% fee even if he reverses it.

    (birthdate, last four digits of SSN, address, even full name). 

2)  Since mine is not connected to a bank (I only used it for Ebay) I wasn't worried about accurate information, but now PayPal Key looks interesting...
