they had a job to paint a handicap space there. they came and there was already a car parked. what should they do, wait for the car to leave? besides, the paint job needs to be around the space of a car anyways. so they painted it.
some time later either a cop or meter maid passes by and sees a car parked in a handicap spot so calls the tow truck

why cant this happen anywhere? i fail to see how israel plays a role on this

its just bad luck for the guy that parked there. lucky for him there was a camera right there to be able to clear his name

have you heard jackie mason speak about the workers in new york? all he sees is them sitting around and eating

we should celebrate the fact that they did their job since the parked car was not a hinderance to them performing their task

if thats what i learn by living in israel, i can live with that

I can't see them painting a handicapped spot around a car parked in America. Just don't see it happening. They'd try to find the guy and just leave if they couldn't. That's my thinking anyways.

2. random tow truck? i think not.
3. they have other spots to paint come back later for this one
4. notify "someone" that this spot in GOING to be handicap spot as of...

I read somewhere that there actually was a sign posted a couple of days before...
