In regards to the laughing - For those of you who don't know who is in the video (which is several years old) and the background behind it: The one speaking to Rav Shteinman is Sorotzkin (can't recall his first name at this hour) who runs and fundraises for tens (if not hundreds) of schools, Yeshivos, and Kollelim throughout EY. He is very very close to Rav Shteiman. Since Rav Shteinman keeps asking him to undertake more and more mosdos, he uses Rav Shteinman to his advantage. The case in video, was when a certain child wasn't allowed into one of his finest Yeshivos, because the parent body put pressure not to take in the children of that home. The Parents were very upset and made their story public. In an effort to save face, Sorotzkin tried getting a video of Rav Shteinman saying that he doesn't have to take in the children from such home. The video you see are the results of this attempt.

There is a similar video of them on the dais at a public event, where he tried again.

Also amazing how "tzniusdig" those newly upgefuren kids were dressed and what songs they were singing...
