That view is of the South of the Old City. It's still not developed.

Not sure what you mean. It seems like the video was shot from somewhere southwest of the Old City (looking northward and little eastward), judging from the position of the Dome of the Rock. If that's the case, the area you see in the video below the walls of the Old City is still not particularly developed, but the area that appears in the frame above the Old City, especially the left hand side, is certainly developed.
