The driver has to regardless come out and push in the disabled (except when in an electric WC). But it would take so much faster if the driver can just flip the ramp down and back up instead of having to put the whole bus into that "mode" and take all the time to get that slow, beeping thing to extend... when he has to push the guy up himself anyway.

I've never seen a driver have to push, though I guess it would be the driver's responsibility if the situation demanded it.

Obviously only in the non-torah world. Many seforim, dating as far back as the rishonim, point out patterns in the torah that have all sorts of messages etc. There's c"v no coincidence over there.
