these penny auction sites are not such a scam. you just need patience and free time. i know someone who buys lots of things and then resells them on ebay for a nice profit.

The site can always implement phantom bidders that'll outbid you, there'd be no way for you to know they aren't.

It's true that most are a scam, but I made out wonderfully on the now defunct GoBid.com.  Of course, since they operated honestly they are now OOB :-)

the sites can make phantom bidders but the legit ones don't. quibids has been written about in a lot of established magazines like the NY times and forbes. you need patience to keep on bidding. it costs more than a penny obviously but if you really thought that it was only a penny then you are an idiot. i know someone who got an ipad for less than 200 bucks and then sold on ebay for 450!
