Ok, ok. I meant should I say something "special" as the reason I should be charged. I actually asked nicely all three times, the first time I got a no, the second time I asked if it could be waived because it was within 24 hours of booking and got a no, and the third time before I said anything at all, she said that because i was in the special "risk free" period - I.e. 24 hours, there would be no charge. So end of story, it does still work.

Did you book an award for a few weeks out and then ask to change it to an award within the next few weeks?

The trick here is to just ask them to switch the booking for you. Don't mention any fee, in fact if they start mentioning it tell them it's within 24 hours and there shouldn't even be a fee.

First time I said nothing specific, just that I wanted to change the booking.  She said sure but there is a change fee. By the way that was $125, more than the $75 close in fee.
Second time I asked to change and also was told - sure, but there is a change fee. I asked if the change fee is waived because it's within 24 hours and she said no.  American agent. Both of these agents did not mention the close in fee, but the change fee.
Third time I again said nothing specific and she said sure I can change it and you won't even be charged any fees. This one was a very foreign sounding agent.

That has nothing to do with close in fee working or not. That's a case of a bad rep.

That has nothing to do with close in fee working or not. That's a case of a bad rep.
I assume it does show, as he clearly said that the rep offered a change to the flight without the close in fee which would have occurred.

Definitely not dead.

Just succeeded in having fee waived.

It seems that it's not a fee that the agent adds in, but is there when you are making the change, and the agent had to manually remove it.

I said that its within my 24 hour cancellation window, so I should not have to pay the fee. The agent spoke with their help desk, and they said it could be removed.

Was the 2nd agent I spoke with for it to work.
