This is misleading. The proposal is to place a fixed cap on how much a family can receive. Once a family reaches that cap, having more children will not allow them to collect more benefits that exceed the cap.

That said, having large families is not contingent on collecting welfare from the government, much like buying a fancy esrog or fancy strollers is not contingent upon welfare. If you want to be mekayeim a mitzvah behiddur, you will need to do it with your own sweat.
