Not sure if there have been any last few days but have not felt anything in and around San Juan and Rio Grande.

I recommend the Bio luminescent bay kayaking at sunset or night time. There are many companies that offer this. I used http://islandkayakingadventure.com/
I also did a full day snorkel trip https://www.eastislandpr.com/tours/culebra-snorkeling-tour/ unlimited Rum and coke on board and they also give Non kosher lunch but they had kosher potato chips which they gave us sealed bag to accommodate our kosher needs.
both were amazing activities.

Hyatt House San Juan has kitchens in some (all?) rooms. Will not help for the private pool.

I highly doubt a kayak is possible with a one year old.
There are some pontoon type boats that go out to the bio luminescent bay. You can look into that to see if its an option for a 1 year old.
