"What if I have savings?
Most households applying for SNAP no longer have to pass a savings/resource test in order to get SNAP benefits. This means that the household's assets (stocks, savings and retirement accounts, etc.) are not considered when determining eligibility."

Anyone know what is the exception to "most" here?

I think it would basically be, everybody. Being that these establishments are seriously understaffed these days, they just don't have the manpower to look into anyone's case, therefore I highly doubt they would look into the savings of anyone applying.

The income and asset limits do not apply to households that are categorically eligible for SNAP. See https://fns-prod.azureedge.net/sites/default/files/resource-files/BBCE%20States%20Chart%20%28July%202021%29.pdf for a list of states that have lifted the income and/or asset tests for most of the caseload by expanding categorical eligibility.

"households with seniors or people with disabilities and gross income under 200 percent of poverty do not face an asset limit. Those over 200 percent of poverty are not categorically eligible and do face a $3,500 asset limit."
If it benefits even just one fellow DDFer, its worth posting it.

I remember seeing in the news awhile ago that NYC will be issuing 2 ebt cards per household. Where is this up to? Was it ever signed into law?

PSA: You can request a 2nd card if you meet the below criteria.
Households with two parent(s)/guardian(s) who are:

both active on the SNAP case
live in the household full time, and
are over the age of 18, or regardless of age are a parent/guardian of a minor child
are eligible to receive a second EBT card.
