2. How long after I close a card can I reapply and get the bonus?

1. It all depends on your total CL however maxing out over 30% of the CL will hurt your score, the less you use the better you are. However if you pay it off before your billing statement closes it shouldn't hurt.
2. Every card haves different rules Amex wont let you get the bonus if you had some cards in the past 12 months, Chase is easier I would say 3-6 months is a not a bad idea.

just one time to use 55% of CL isn't worth it?

I think it would hurt for a month but of you paid back to 0% next month it would shoot right back up..
