For the above offer not everyone is eligible. If you are not eligible you can register to get a 25% bonus on transfers up to 100,000 points and a 40% bonus on transfers above 100,000 points.

Yes I believe so. As long as the delta account is eligible for the offer it should be fine no matter whose account the amex points are coming from.

This promotion won't show up at Amex's website, as long as you registered your Delta account successfully, you would get the points. Usually immediately. No worry about this.

Does this mean that if you have already transfered you can still get the 40% bonus but not the 25k medallion?

Clarification:
My understanding is that there are two current promos being run, the 25%/40% which is open to everyone, and the 50%/25K MQMs, which is open only to accounts without previous MR transfers.

Delta sent the email about the "MQM promo" to a number of people who weren't eligible. They then sent out an apology email to people who weren't eligible, and tried to save face/push SMs with the other promo.

IOW, I believe the MQM promo is still good for first time MR-DL (first time into DL account) transfers.
