Am booking approx. 20 people domestically on delta, but only have 1 Amex Delta that provides a free bag for each person on the itinerary.

Max amount of passengers per itinerary is 9.

Cost of flight is $69.

Can I book myself 2 tickets on the same flight under different itineraries, so for $69 I'm getting 9 more free bags plus a spare seat I can use for one of the infants?
