Where do you get these facts?  It opened for me for a weekend in the past.
When cancellation policies are generous people make speculative bookings.

From people who have stayed at GC, being that it is in middle of prime summer season, it is unlikely - but possible - that they will open up.

ok so i booked the andaz west hollywood for 3 nights. i was wondering how people go about requesting an upgrade and to get kosher breakfast as a diamond??

I was not able to get a kosher breakfast at that property last year, but I didn't try particularly hard as LA has so many great (and low-cost) kosher breakfast spots it wasn't a big deal at all.  They did give us an excellent platter of berries and some fancy bottled water for free though when I asked for it instead.

It's a nice city hotel but nothing out of this world.  Definitely better than most other city hotels, but it's no resort property.  Free minibar, large rooms, and nice rooftop pool.  Parking is very expensive though.

Those are very different hotels!
HHB pretends to be a resort but it's main attraction is that it's right on a beautiful beach.  Rooms are slightly dated.  It's an hour from LA and kosher restaurants.  It does have a nice Regency Club for diamonds though.  If you want to spend time around the beach and hotel then this is it.

Andax WeHo is a city hotel with nice modern rooms, but it's just a base for exploring LA-not a place to hang around per se.

Pick which vacation you want and you'll have your answer.  I would recommend the PH Aviara though over the HHB if you don't care about proximity to LA.

If you sign up for emails and/or the player's clubs at the hotels you'll start getting emails with lower rates than what are advertised on the main website from time to time. Summer is especially lucrative because it is so hot there, so rates drop because many people don't want to come.

I just got an email for the $109/night twice in the last week from Venetian. Sometimes a few extra emails in the inbox can result in much better deals.
