I believe it's only for US based airlines, but can be wrong. Others do it by choice.

I know for example Qantas has the 24 hour policy only on US flights. Same is with Etihad

yes, they do, however you must call and speak to rep to get it done and hold time may be long, so dont wait until last minute

But not bankrupt airline. They may honor it, but if they don't you'll need to fight w cc. DOT won't help you.
