Before I go ahead and book alitalia flights for August with the CSR, can someone confirm that they successfully were able to make a claim/rebook in a timely manner their cancelled flights?

Check the T&C. IINM CSR does NOT cover in case of financial default. Citi Premier does.

I would book it as a codeshare with Delta/KLM/AF if possible so that those airlines would need to rebook you on their metal if Alatalia defaults.

I don't see how that would be any different then Chase covering it, in any case they would need to rebook me, I think?

They may not cover fare differences. Get travel insurance.
