Is there a waiting period after closing my personal Starwoods card before I can reapply? Will I definitely get the 10K and 15K bonus points?

30 days, and there is no "definites" in churning, just ways to improve your chances.

Can someone explain what churning means and how it works? Also does anybody know if it's possible to get the starwoods points posted to your account faster than waiting for the next billing statement? I applied for a new Starwoods Amex, received the card, and charged quite a bit on the crad already. Is it possible for me to get the bonus sign on points plus whatever I charged right away so I can do a HOtel booking immediately? Please let me know right away. Thanks. Also if anyone has any Starwood Points that they's like to sell let me know as well.

you can try calling Amex to change the date your bill closes to sooner i.e. if your billing cycle closes on the 25th of every month you can try asking them to change it to the 15th or something like that. This way when the bill closes you will get the points posted.
Also you can usually book a room on points w/out the points in your account and they will hold it for 7 days (you can even ask them to extend an additional 7 days if necessary) and the points will be deducted once they are in your account.
