If they are dipped in anything (molasses or the like) I'd definitely say no, but you should probably ask your LOR regardless.

Ask your LOR. I've heard psak that it's OK because it's poisonous to eat plain, and any poosible chometz that was added would not be considered edible for a dog. Also have heard a hechsher is needed. I personally don't use ecigs.
