it says contains wheat and soy nothing about milk
is that ok?

From a what I heard it's baked on dairy equipment. You should call the kashrus agency to find out. They should have the information.

I've heard it's not even really DE (meaning you could technically eat it with meat) but don't really on me.

And I've been told from someone with authority that this is absolutely incorrect. Some lines are parve, but others are definitely DE and that information isn't released to consumers.
