I'm no Rabbi but I believe that DE is not the same as Pareve.  Pareve may be eaten with milchig or fleishig food.  DE food cannot be eaten together with fleishig food.  However, it can be eaten after fleishig. 

As far as the allergy story goes, it seems the OU felt it is better to be machmir and call it dairy to avoid confusion as far as allergies.

And Chabad folk won't eat DE at all.

At all? Or do you mean it is considered the same as dairy?

Because they don't want people with Dairy allergies relying on the Hashgocha as medical clearance.

There's a Chabad rabbi who is head of the OU on the west coast who at one point in time, had OU-D hershey's syrup with his ice cream after his shabbos meal.

He explained that Hershey's had 2 plants.  The East coast one made it dairy and the West coast one made it parve, but the OU's policy is just to label them dairy nationwide.  But if you know where the codes that show where they were made...

This way many years ago, I don't know if this is still the case.

People in the Hashgacha industry do all kinds of interesting things, it doesn't comfort me at all.

But anything without dairy stated in the ingredients is indeed Pareve.
that is actually not true and you can not rely on the ingredients to decide if its ou-d  or ou-de. in fact im pretty sure (dont remember 100%) double stuff oreos are real dairy even though  regular oreos are de (i base this on calling the ou)

UPDATE : here's email I got from the OU.        Thank you for contacting the OU.

General Mills Cinnamon Toast Crunch is labeled OUD, but in fact, its true status, at the present time, is DE (Dairy Equipment).

What does DE mean? Parve products made with heat on dairy equipment may be eaten after meat, but not with meat.

Some kashrus agencies use a DE symbol, but the OU has chosen not to use a DE designation because it is felt it may be confusing to the kosher consumer. In addition, to be a true DE product, the equipment must be properly cleaned of residue after dairy production, and that level of cleanliness is sometimes difficult to maintain and guarantee.

Please note that it is possible that the manufacturer will reformulate this product and add a true dairy ingredient. You will not be able to know this, since the OUD kosher symbol will remain the same. We recommend that you call our office every 3 months to reconfirm the DE status of this product.

Please do not hesitate to contact us again should you have any further questions.
