The fact that it's a huge hassle to evacuate along with your family for a few days (you have to find a place to stay, which either isn't cheap or is inconvenient, and either travel for many hours in traffic by car, which hours long waits by the few fuel stations that have gas, or spend a veritable fortune on flights and get stuck for hours in the airport), and you're opening up your home to looting. Floridians are relatively jaded about hurricanes, and the fact is that many storms that are predicted for weeks to ravage an area end up blowing off course or losing steam. Evacuating entails giving up a lot up front, on the chance that the meteorologists are correct and their houses that are built for withstanding hurricanes really aren't capable of enduring this one. Many would rather risk it and tough it out.

Winds are already high enough that debris is flying around, so riskier driving now. My town lost power and huge store signs were blown off, this is before Irma is even there.

The 3 ppl that died so far we're all driving at the time... However yes, the roads seem to be diserted (based on the coverage I'm seeing anyway..)

what is the thought process that goes into not evacuating? I'm not judging anyone but would like to understand (without ever having to experience it).

If I could stay in a safe place I'd like to be there right when it ends.

It is very appropriate for a person to use these occurrences as a tool to better themselves and you feel that is where you need to improve then good for you.
These hurricanes are a product of the siman ra caused by the eclipse.
The eclipse is because of mishkav zachor
it is inappropriate to blame these occurrences on the shortcomings of others.

Not 'blaming' anyone. The gemara is clear on the eclipse, and this is part of it.

Obviously these occurrences are because of my personal shortcomings as well.
