Chase Sapphire Preferred - 2X
Chase Sapphire Reserve - 3X
Citi ThankYou Premier - 3X
Citi Dividend during 2019 Q3 - 5%
CitiBusiness ThankYou during 2019 Q3 - 3X

Sapphire Preferred is 2x in points. Arrival+ is 2.2x in cash. If I don't sell points for cash, do more points rule or less, but actual cash statement deductions rule?

Above post rephrased: Is it better to get more potential value with UR points using a SP or less, but actual cash with Arr+?
