I just got off phone with Recon, they said app was declined because I'd received the bonus in the past 24 mo - said no credit was pulled, and even if I wanted the product I wouldn't be allowed to open one within 24 mo of having received a bonus (even forgoing the bonus).

I asked when I'd received the prior bonus... it was Jan 9, 2015. My application was submitted Jan 8, 2017.

So yes, they're strict with the 24 mo.
oh wow thanks for the clarification. was hoping to open now and meet the limit after the 24 months. Hope they'll still have a bonus then. Wanted the cp for pesach

Can one downgrade the SW Card? What would you downgrade it to or should a person cancel it since I got the annual fee?

youcasn downgrade the premier to the plus. unless you have a specific need for sw card just shift the CL and cancel

What now? I'm pretty sure she is under 5/24; maybe she has a couple AU's that put her over but I'm not sure. Better to call right away or wait a month for the mail?

Call the number in the wiki. Listen to the message. If the message is 7 days on both then you can't lose by calling. If any other message, wait a day or 2, to see if any get approved

I would do a couple different locations and the earlier the better. I do not know which places would post the fastest but you may be ok with proof of purchase on correct day (keep proof)
