Is there any chance that calling or texting them will "find" another seat, or is there nothing that they can do to help?

any idea  it is to make changes with Qantas once I book? I would consider one of 2 routes. Either I can book the 1 available business class and see if another becomes available and if not switch to premium economy and then get the 2nd ticket. Or, I can book 2 premium economy tickets and try to upgrade them as they become available

If you call they can do it right away. Otherwise, can take a long time.

Do they also refund the fees/surcharge immediately if you call in, or only the miles?

Is there a chat feature to talk to Qantas? My miles are expiring at the end of the month and I tried messaging them through their website but haven't heard back anything

That is the backup plan but would rather avoid it if possible. They aren't extending any further due to covid?

you can transfer 500 amex points. Is it worth your time to save $6 worth of points?

Qantas Points expire if you do not earn or use a point over an 18 month period* (excludes Family Transfers or the conversion of points from Qantas Business Rewards). You can prevent your points from expiring simply by earning more Qantas Points or using some before 31 Jul 2021.

does transferring the expiring points into someone elses account help ?

I can only speak for myself. And BH never had an issue with it. I'm quite sure it's never enforced.
