I once wired something up with a single pole double throw timer.
Basically pump and red light were in one circuit and a green light was on the other. The timer was a half hour wheel set to have green light on for 5 min and red for one min- or something like that.
Lights were placed in bathroom and when red was on it means no flush...
There was also a bypass switch for weekday.
I can try to post something more clearly if I have the time.
Obviously you couldn't do more than 3 flushes on every green light.

Leave the sink tap open a little so that the pump is activated every 15 minutes or so. Then you should be able to flush whenever the pump is already running. Does that work?

Those 2 won't work?
If you need help with the first one maybe someone on Ask an Electrician could help with the wiring.

without listening to the shiur - thousands are someich on the fact that its not a psik reisha since it doesn't run with each flush. each flush is viewed independently.
no different than walking across a grassy field, even though you know you will be toilesh by the time you get to the other end, because each step is not a psik reisha

There’s a big difference, as with the grass case you don’t know which step will cause the Toilesh, but here, the 3rd flush is the Psik Reishi.

But if its פחות מכשיעור it shouldn't be an issue

I don’t understand how a timer helps. Imagine I put my light switch on a timer or my oven can I now get might light on when I like and bake some nice fresh challah ?

It makes it into a ספק פסיק רישא. Your case is a דבר המתכוון along with other issues.

isn’t this also davar hamichaven, he wants the toilet flushed?
The sofek is only which flush will cause it to go on( if you don’t count ).isn’t  this is similar to using a water fountain on shabbos or hot water from the tap.

Wanted the toilet flushed doesn’t equal wanting the pump to go on. And you are right the examples you gave are מתכוון either.
It gets complicated as a certain point, like using a water filter in NYC IIRC it’s hotly debated if turning on the faucet is a michaven for borer or a פסיק רישא. But in the above cases there isn’t any question that it’s a פסיק רישא.
