I will be flying through Guangzhou in early November. I qualify for all aspects of the 24 hour transit without visa (TWOV) but now I'm reading a lot of stories online about people being denied the right to leave the airport even when they qualify.

Has anyone done this recently? Is there any way to increase your chances of getting approval? I am scheduled to land at 5:45 am and depart at 4:45 pm (11 hour layover). 

My plan was to hire someone to pick us up at the airport and drive us to a few places, but now that seems risky.

Some are recent. There are 3 types of TWOV (24, 72 and 144) and some people have said they were turned down for the 24 hour one even though they technically qualified.

Strange. I was there recently but with a visa so that doesn't help you

So I want to transit PVG using the 144 hour TWOV. I want to fly TLV-PVG,HGH-HKG. I have a US passport. Is US passport the ultimate factor? Or does the fact that I'm flying from a country that doesn't have the 144 hour TWOV an issue?

Thanks. I'm assuming I can fly within the permitted zone (Shanghai, Jiangsu, Zhejiang), not merely train and automobile. Is that a correct assumption?
