Really simple fix, remove the entire piece.
 Start by turning off the water under the toilet.
 Then there's like a plastic cap sometimes a metal cap holding that long piece that you're going to change located under that tank.
now keep a bucket handy for all the water that's going to spill all over the place.
 Now that the part is off either you can go to Home Depot or Lowe's and buy one which would do the exact same job for you or go to any plumbing supply store and pick up that exact float, shouldn't cost you that much money.

  You can tackle the job it's extremely easy job to do.
  Not going to tell you to replace any parts except for the entire long stick.
 Meaning don't be busy changing just one part, rather change the entire long stick that rod.

the black Long rod with the white cap on it, then try removing it, it's not complicated just play around till you remove the entire piece you unscrew it from the bottom of the tank which would cause all the water in the tank to spill, so try draining or emptying with a cup all the water before moving that piece.

  Shouldn't be too hard and post back if you need more help..

I posted the diagram so all can see what we are talking about (fill valve).  ;)
When you flush the toilet hold the flapper up to get out as much water as possible. Then get a large towel and soak the rest up. This way you have very little to no water to worry about when you disconnect the fill valve.

For someone who doesn't know the kishkes(gutz) of the inside of a toilet tank, a white cap and black rod would suffice vs the fill valve! Lol
 But yes we'll explained CV. Your good with these stuff and you did an amazing job explaining what needs to be done and finding the part.
  Now all I'm hoping to hear back that he tackled the job himself and fixed the issue.
 Simple 5-10 min job if everything goes as planned. He just needs to go pick up the part and then remove the old one with the instructions you gave him and then replace it with the new "Fill Valve".

Worst part about plumbing jobs is corroded connections. You take one thing apart and something else falls apart. With this job you are working with plastic connectors so should not run into that issue.

No it should be fine as is.
 But he might want to wrap the piping, so no kids or someone that touches the pipe will get burned.
 it's exposed piping but definitely much easier then drilling a hole From below through the floor.
