In NYC there is no code regarding steam/heating pipe being exposed or not. Just make sure youre pitching the pipe properly and add the right air valve.

A couple of FYI's.You can adjust the level in the tank if you want with the thumb screw.On the shutoff valve open it all the way then close it 1/4 to 1/2 turn.
what's the purpose of that? Why would one care of the tank fills very fast? That enables you to flush the toilet again right after.

Never knew the bottoms of a stainless steel sink are different than the actual sink itself. Are you sure it's not grease and grime?
