They can also use plumbers putty there. I guess we need a pic.

Are you talking around the drain or the actual whole bottom?

That is just a coating.
Next time call it the underneath of the sink.  ;)

Not a smart idea to remove it..
 Just by pouring hot water on and around the inside of the sink will do the job!
   And don't see why the outside should effect the kashering of the inside of the sink.
 But I'm no Rav!

PREPARING THE KITCHEN FOR PESACH

COUNTERTOPS
Ceramic Tile Countertops Cover the countertop with a water-resistant covering such as plastic. (The countertop itself cannot be kashered; therefore, it must be covered.)

Formica or Plastic Countertops There are different opinions as to whether formica or plastic countertops can be kashered for Pesach. Consult your rabbi for guidance.

Granite, Composite Stone (e.g. Quartz) or Stainless Steel It is preferable to kasher a countertop by pouring boiling water in conjunction with an even melubenet (a heated stone).

To kasher with an even melubenet: Attach a stone to a clamp, and heat the stone on the stove for a minute. While pouring the boiling water on the counter, move the stone along on the counter with the boiling water so that the water is reheated on the surface of the counter. The stone may need to be reheated on the stovetop several times, since it can cool down quickly.

porcelain cannot be Kahsered with hot water, only stainless. so if it's porcelain that will make all stainless steel sinks a problem to kasher and will require an insert...

Who cares what's on the outside. The main thing is the surface you see and use.

  Don't see any problem.
 This is the first time hearing there should be a problem because the stainless steel sink is in-cased in ceramic or porcelain for noise reduction.
    you never have to Kasher the outside it's only the inside that you have to Kasher!

it has to be a כלי מתכות. if its not fully a כלי מתכת, then it cannot be Kashered, no matter which side.

if theres Chometz in the porcalin part, then if I put in a hot pot Pesach, the בליעה can come through, since the porcelain was never Kashered, as it can't be.

so it's rubber or latex? is that always? The thing is that some Materials can be washed like this, but some can't.
