did that, the flapper is lifting and all the water is going out...

I dont understand. if you did that and the water left the tank and went to the bowl and "flushed" whats the problem?

just leaves the tank,not the bowl,it only goes down on the 2nd flush

If you don't flush the second time will the first flush eventually go down? Try with just water.  ;)

Ok that is different than this:Sounds like you have a restriction.
Plunge the toilet or remove the toilet entirely and see if there's any clog, if not snake it while the toilet is off.
 As well make sure there's nothing stuck in the bowl, which is a common issue if you're having problems.

 And once you did that, check the tank to make sure enough water is filling up to flush the bowl. If you don't have enough water in the tank you won't get a complete flush.
 The flapper can be bad and cause the tank to be half empty, or the float can be in the wrong position causing the tank not to fill in it's entirety.

 Not much more to the toilet not working.

 Is the water supply on all the way? Any block in the water line coming to the tank?

 Or post a video like CV requested and I'm sure someone will be able to be of help.

   Any idea to why my kitchen sink continue's to run even after turning it off?
  This only occurs when turning the faucet off from the hot water, meaning after the hot water was running for a bit and then turning it to the off position.
  It requires you to turn it on to the cold position to turn off the faucet.

Attached is a short video of exactly what's occuring as I see @CountValentine likes videos.
  Thanks guys.

 Assuming it's something inside that needs to be changed but not sure what I should buy to be replaced or what to check to see what the issue is?

Where does it stop going down after turning off the water? That should get you right to the problem

Unless you have water on the floor the only place it can go is through the flapper.
How long does it take to drain before it refills?
