When you sold 60 offers to one guy. You should have questioned if it will all go to one account and if so it's quite obvious it will get flagged. If he told you it's going to multiple accounts, for that part he did nothing wrong. From there treat it as 60 sales were some went wrong. You need to determine if the buyer had reason to believe it will go wrong.
Also worth calculating if selling to 60 different ppl would have had a better result, I'm not convinced.

Treat it as 60nsales where something went wrong? If you buy a visa gift  card at cvs and then you try to buy a store gift card with it and the store sell it to you but then voids it on suspicion of fraud do you go back to cvs and demand they give you back the money? Or go to the gift card issuer?

To be fair, I got a discount for buying 60.  But this risk was part of the deal
