IINM, this isn't very new. It's basically the same idea as standard award space. And the regular devaluation has already been mentioned in a DDMS some time ago.

slightly off topic. What's the best way to book award Elal tickets biz?

I did see the Quantas method, any other recommendations? that one seems like a heavy hassle plus I have no citi points

Anyone notice another "enhancement" on El Al site? Doesn't seem like you can view availability anymore without the sufficient account balance
