Cell Phones in Antwerp, Belgium

I am going to Antwerp for a few days and I am looking to rent a phone. The price quote I got was $4/day for the phone and 79 cents a minute. Is this normal? Is there any cheaper was to make calls there?

but check the Data Roaming package that they can offer you, and if you have a smartphone you can have a VOIP app to make calls from.

You can rent in NY for about $2 a day, about 60¢ outgoing

What are the local providers in Belgium? Can I just buy a Sim Card prepaid with data?
