260k Starpoints will get you 325k miles on 30+ airlines or 650k kms on LAN.

For 50,000 points you can book via Alitalia or Air France (before April 1). And you can book through their frequent flier programs onto any partner member. Should be pretty available almost anywhere - and you can travel by train and return home from a different city...Beware that Air France's taxes are higher than anyone else's. Good Luck.

6 (4 children, can't make to many stops/trains etc..) tickets same plane - how long does it take to transfer points to a airline because time is of essence

Alitalia will hold reservations until your miles get transferred. Sign up online for Millemiglia and then call the call center to find out availablity for your itinerary. I believe no one else really holds award reservations anymore so you will be taking a chance in waiting for the miles to post, after you find availiblity. You will also probably have to connect somewhere in the US  (like EWR) as none of the flights I looked at fly direct from TPA. I think it will be difficult at this time to get all six tickets on one flight, but you never know. Would you consider splitting up the adults and kids into two groups...? You are more likely to find a nonstop from the connection city if you fly into CDG. If you are planning to tour Europe you can then fly out from the last city on your itinerary instead of travelling back to CDG.

Just checked LAN. For 65,000 km you can get a ticket to Europe. Starpoints transfer 1:2 for LAN so that will be your cheapest way to go. Call them to check availability and see if they'll hold award seats until your miles post. Delta is also showing availabilty at lowest levels for the 16th, see if Alitalia can get you on that for only 50,000 points. Good Luck.
