The ATM "exchange guarantee" is a scam and hidden fee that should be avoided.

Or perhaps you mean this message, next to the beis medrash in Budapest:
No I'm talking about something new. Not something from 5 years ago. I asked if anybody heard anything and I stated that it hasn't been corroborated other than the one source that I saw it on.

The two restaurants have different heksherim. They should kasher both of them if need be by the time you get there...
I am in the same boat, I hope I don't have to eat sardines the whole time.

Bottom line are Hanna and Carmel open for business and kosher according to everyone as before or are they a problem right now?

I'm confused. The sign says, excluding Budapest? So the whole Europe has issues with meat? Or with meat from a certain brand? How long has this been going on? Is this a new brand?

The only place one is allowed to eat us at Carmel, which is Beis Din - kascher mehadrin.

When I was there three years ago for Shabbos, we ate at Hanna and had a long talk with the Mashgiach and Sochet (not because we had issues with the kashrus, rather because they were nice and interesting people).

The mashgiach and his wife were erlich chsidesh yidin from Bni Brak. The Shochet was a different person then the Mashgiach and was also a chsideshe yid from eretz yisroel. The Mashgiach and his wife have married off all their children and live in Budapest full time. They are at the restaurant all the time as Mashgicim tmidim.

They Sochet explained that once every two weeks or so they go and shect some animals a couple hours away from Budapest and that is the meat used at the Hanna restaurant (and IINM at the butcher behind the Kazincy Shul). I asked why they don't just shect every few months and freeze it and they laughed and explained that the Hungarians are very particular and insist on fresh meat which is why they have to go every two weeks.

They also said that Carmel (chabad) will only eat chabad shcita and therefore they get their own meat from a different source.

I don't know if the people there now are the same ones we met but if that is the case I would trust them 100%.

I would suggest that anyone with questions get in touch with the Mashgiach at Hanna who can probably vouch for the sourch of the meat used there.

Regarding Carmel I have no clue.

You are saying you spoke to the Mashgiach three years ago ?!?
I don't think that based on  " speaking to the Mashgiach" one should then rely on the kashruth of the meat.
I would suggest to contact the Rabbanim in Antwerp, who signed the warnning, which I posted above, and ask them directly, which restaurant is allowed.
Although I have a written answer from Rav Oberlander in Budapest, that Tel Aviv Cafe and Carmel are kosher. Their meat is under Chabad hechsher.  Nothing happened there.
