Can a 1-4 category certificate be used to book this standard suite(13k) at a category 2 hotel?
 Or a only a standard room, and not a standard suite?
 How else can one book a standard suite with a certificate if it doesn't work with the 1-4 category cert?

You can only book standard rooms with FNCs

I see. So you need an upgrade from a globalist account after booking a standard room.
    And even then it's a waste if a regular TSU would upgrade the entire reservation for up to 7 days, and you only want to stay a night or two.

 I guess getting the cc with the 30k bonus points, or transfer if it's worth it from chase. Lastly buy directly from hyyat 13k points which will obviously be the most expensive, but still cheaper than paying outright.
