I am trying to put a list together of the pro's and cons of the main bassinet strollers:

UppaBaby (UB)
PRO:
so easy to push
great basket (HUGE)
the bassinet is easy to take on and off
the wheels are easy to remove if need be
folds in a sinch
handle bar is great for tall and short people
the rumble seat lets the kid sit like a human being (not slide down)
the break is easy to push and doesnt break easily
the lay back position is great for kids who need to sleep on the go
the sun visor is a life savor
option to use with car seat (need to purchase the adapter)
fantastic customer service

con:
its wide but still easy to push
it can be heavy for some
the lock to close the stroller (it broke on mine)

Can you attach a buggy board to a Maxi Taxi? If not, can you attach it to any other "Snap N'Go"?

There's a lady advertised in lakewood that sells used bugaboos if that interests you.....check bpweekly.com she was advertised there

Dont get the people that buy a used Bugaboo! its like a oxymoron makes no sense and very sad that people have to do that

Considering these facts
1- which stroller would be better for pushing, storage and steps, not too heavy?
2- does it make sense for me to be nervous about the double option now, I know the vista is a great single but not as good as a double, and it is not as cheap as the city select?
3- I noticed that the bugaboo has a small seat for a child, it looks like kids are falling out of it, are the vista and select the same way? which one has a bigger seat?
4- Where is a good place to order a stroller from? It seems that BB&B is the place to go but it doesn't have a great warranty, Is there a place to order from that has great prices and and a really good warranty?

Citi Mini GT is a significantly better option for your criteria then the others mentioned.

No, yes. You should consider how important that first requirement is to you. I'm going to assume that Emkay suggested the GT because of the third floor/no elevator part - it's 5 pounds lighter than the Vista (and 8 pounds lighter than the City Select). You have to decide if that weight difference is going to be the bigger determining factor for you.

the Bassinet faces him. It's lighter, less clunky, smoother on cobblestone and bumpy terrain, can take more abuse, is cheaper, and significantly easier with travel in cars, buses, and planes.
