They created a problem with full control. Now it is their responsibility to fix the problem they created or own it.

The D's wanted single payer healthcare, but knew that if they would present it that way it would never pass. So they came up with Obamacare WHICH WAS INTENTIONALLY DESIGNED TO FAIL, so that an urgent solution would need to be introduced in the form of single payer.
The R's wanted tax reform, but they knew they can't make everything permanent because the D's would never vote (or work) along. So they designed something that could pass under the current situation without 60 votes in the senate. They made the most important provisions permanent, hoping that down the road either the D's will come to their senses and help make the individual cuts permanent, or the political landscape will shift so much so it can be done without the D's.
