Delta doesn't have premium economy to Israel, they only have economy plus or whatever their name for it is. the only planes delta has premium economy is the a350.

True. Though they published PE fares on the TLV flight starting sometime in early '18 (don't remember exact date). Very misleading. Unless they have intention on switching the route to the a350 very soon. Either way I'd expect them to change to the a350 by the end of 2018 (the latest) to compete with LY's 787 and UA's new 77W products.
